Adding to alarm in the renewable energy sector, he said these requirements are to be applied retroactively to facilities\u2002operating for more than one year (other than self-generators).<\/p>\n\n\n\n<p><strong>Aurora Energy Research<\/strong> issued a warning that the bill, along with its other half, <strong>House Bill 3356<\/strong>, could:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Reduce\u2002grid reliability, regardless of that intent,<\/strong><br><\/li>\n\n\n\n<li><strong>Increase consumer electricity prices, and<\/strong><br><\/li>\n\n\n\n<li><strong>Require firming\u2002contracts, <\/strong>which are already rare, creating an unviable market for renewables.<br><\/li>\n<\/ul>\n\n\n\n<p><strong>Key Findings from the Aurora Report:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Competition is\u2002fierce, as only <strong>50%<\/strong> of firming needs can be met by <strong>2026<\/strong><br><\/li>\n\n\n\n<li><strong>Immediate compliance burdens <\/strong>with no tangible reliability gains for\u2002a minimum of 6 years and possibly never.<br><\/li>\n\n\n\n<li>There is not a\u2002great deal of further <strong>flexible capacity<\/strong> to dispatch from <strong>thermal power plants<\/strong> that are already running to meet peak demand, compromising the feasibility of additional reliability benefits.<br><\/li>\n<\/ul>\n\n\n\n<p>The legislation further provides for exemptions from penalties relating to unavailability of resources, which could favor technologies that can operate 24\/7\u2002or have two interconnected grids\u2014targets that are usually met more easily by fossil-based generation than renewables.<\/p>\n\n\n\n<p>&nbsp;<strong>What This Means for the Industry<\/strong><\/p>\n\n\n\n<p>According to the <strong>Solar Energy Industries Association\u2002(SEIA)<\/strong>, Texas is second by solar growth over the next five years, with a projected <strong>41 GW<\/strong>, and is on track to become the nation <strong>#1 solar state<\/strong>.
